Article 2 Funding arrangements

Article 3 Principles of use

The use of support funds should be centered on the “industry-strengthening city” strategy, in line with the policies and guidelines of the state and the city's industrial development, in line with the relevant provisions of fiscal budget management, focusing on major projects, innovative support methods, adherence to openness, fairness, and fairness, and ensuring funding. Article 4 Division of responsibilities

The Municipal Science and Technology Bureau is responsible for formulating and issuing guidelines for the declaration of supporting funds, organizing project declaration, review and project approval, reviewing performance targets, and providing support opinions; responsible for supporting the use of funds to disclose information, handling issues such as complaints or complaints; Performance evaluation, regular reporting of fund usage and performance.

The Municipal Finance Bureau is responsible for supporting the budgetary arrangement of funds and the disbursement of funds; it is responsible for supporting the supervision of the use of funds, and organizing the performance evaluation and re-evaluation of support funds.

The district and relevant project authorities are responsible for the organization declaration and recommendation review of the project submitted by the department in this area, handling issues such as questions or complaints; responsible for the daily management and performance evaluation of the project, and regularly reporting the use of funds and performance.

Article 5 Allocation of funds

Article 6 Budget preparation

According to the relevant requirements of departmental budget preparation, the Municipal Science and Technology Bureau will prepare the next year's support fund budget in the third quarter of each year. Article 7 Disbursement of funds

Chapter II Support Scope and Support Standards

Article 8 Supporting objects

Article 9 Support scope

(6) Other projects that need to be supported by the municipal government.

Article 10 Conditions for Application

(1) The unit or enterprise that declares the supporting funds shall have the following basic conditions:

1. The reporting unit or enterprise operates according to law and has a sound financial management and accounting system; the unit or enterprise has good assets and operating conditions, has a high credit rating and corresponding financing ability; in the past five years, there are no major violations or other bad records. recording.

2. The implementation period of the application project is generally 2 years, and the maximum period is no more than 3 years. The project funds are subject to special account management and special account accounting.

(2) The application for the application of scientific and technological achievements industrialized loan interest subsidy projects shall also meet the following conditions:

1. The assets and operating status of the reporting unit were good. The sales revenue of the previous year reached more than 10 million yuan and achieved profitability. In the previous year, R&D investment accounted for more than 2% of sales revenue;

2. The declared project is in line with the industrial policy of the city, has independent intellectual property rights, is highly innovative, has great market potential, high maturity, and is at the domestic leading level or international advanced level. Products with high-tech content, high added value, high growth and high driving, can form a large-scale and strong competitiveness of emerging industries or high-tech product groups;

3. During the project implementation period, the project will increase the fixed assets investment by more than 5 million yuan, and the new sales income will not be less than 30 million yuan.

(3) The application for the patent right pledge loan interest subsidy project shall also meet the following conditions:

1. The reporting unit is a small and medium-sized enterprise with independent intellectual property rights, and the proportion of R&D personnel is not less than 10%. The proportion of R&D expenditure in sales in the previous year accounted for 5% of sales revenue;

2. The application project is in line with the industrial policy of the city, with high technical content and good development prospects. In order to implement the project, the enterprise signed a loan contract with the bank in the form of patent pledge, and the patent right is clear, and the patent pledge contract has been filed in the State Intellectual Property Office. During the reporting year, the loan contract has been fulfilled in accordance with the contract.

(4) The following conditions shall be met for the application for social development science and technology demonstration projects:

1. The reporting unit has the necessary technical innovation and integration demonstration capabilities, basic conditions and capital matching capabilities necessary for project implementation;

2. The demonstration project shall be managed and implemented by the reporting unit;

3. The technology involved in the demonstration project is mature and stable, the source of the results is clear, and the demonstration application is clear and specific.

(5) The application for medical and public health technology innovation application projects shall also meet the following conditions:

1. The application project is advanced and applicable, and has application promotion value;

2. The reporting unit has the necessary basic conditions and capital matching capabilities;

3. The first person in charge of the project must be the incumbent of the reporting unit.

(6) Loans for applying for scientific and technological achievements transformation risk compensation project for science and technology-oriented small and medium-sized enterprises shall comply with the “Administrative Measures for Special Funds for Transformation of Scientific and Technological Achievements in Jiangsu Province” (Su Cai Regulation [2013] No. 8) and “Wuxi Science and Technology SMEs Loan Risk Compensation” The conditions stipulated in the Notice of the Management of the Funds Pool (Xi Zheng Ban Fa [2014] No. 185).

Article 11 Supporting methods

Support funds are funded in the form of loan interest subsidies, direct subsidies, awards, and risk compensation.

Article 12 Supporting standards

(1) Scientific and technological achievements industrialized loan interest subsidy project

According to the annual performance of the project, the bank loan interest actually incurred for the industrialization loan of scientific and technological achievements with a loan term of one year or more shall be subsidized by 50% of the benchmark interest rate of the bank's loan for the same period. During the implementation period of the plan, the annual interest subsidy will not be More than 1 million yuan, the accumulated interest rate does not exceed 2 million yuan, cashed once a year.

(II) Patent pledge loan interest subsidy project

For eligible projects, according to the bank's benchmark lending rate of 50%, one-time grants of up to 300,000 yuan per project.

(3) Social Development Science and Technology Demonstration Project and Medical Public Health Technology Innovation Application Project

1. The application demonstration project of advanced applicable technology in the social field shall be funded according to 20% of the newly added investment of the project, and shall be funded with a maximum of not more than 1 million yuan. The funded funds will be disbursed in installments. The initial disbursement rate for the project in the current year shall not exceed 60% of the total subsidy. After the mid-term inspection, the remaining funds will be disbursed;

2. The medical public health technology innovation application project will be funded at a maximum of 50% in accordance with the total investment of the project.

(4) Science and technology-oriented small and medium-sized enterprises scientific and technological achievements industrialization loan risk compensation projects, in accordance with the "Jiangsu Province Science and Technology Achievements Transformation Risk Compensation Special Fund Management Measures" (Su Cai Regulation [2013] No. 8), "Wuxi Science and Technology SMEs Loan Risk Compensation Compensation for the provisions of the Measures for the Management of the Funds Pool (Xi Zheng Ban Fa [2014] No. 185).

Chapter III Fund Management

Article 13 Scope of expenditure

(1) Direct expenses refer to expenses directly related to the project development process, including equipment costs, material costs, test and processing fees, fuel and power costs, travel expenses, conference fees, international cooperation and communication fees, and publication. / Literature / Information dissemination / Intellectual property fees, labor costs, expert consulting fees and other expenses.

(2) Indirect costs refer to the related expenses incurred by the unit undertaking the project task in the process of organizing the implementation of the project, which cannot be included in the direct expenses. It mainly includes the existing equipment and houses provided by the units undertaking the project tasks for the project research, water, electricity, gas, heating consumption, subsidies related to management expenses, and performance expenditures. Among them, performance expenditure refers to the expenditures of the units that undertake the project tasks to improve the performance of scientific research work.

The project undertaker shall not repeatedly extract and accumulate relevant expenses in the project funds in any name other than the approved indirect costs.

Article 14 Strict management of financial expenditures

In the process of project implementation, if it is necessary to adjust the expenditure budget of the economic subjects to reach 10% or more, it shall be approved or approved according to the prescribed procedures. Strict control of conference fees, travel expenses, international cooperation and exchange fees. Improve the settlement method of project funds, scientific research institutes, institutions of higher learning and other institutions to undertake the conference fees, travel expenses, small materials fees and test and processing fees incurred in the project, etc., and implement the “business card” settlement according to the regulations; The above expenditures should also be settled in a non-cash manner. The project undertaker shall pay the equipment fee, bulk material fee, test and processing fee, labor service fee, expert consultation fee, etc., in principle, by bank transfer.

Chapter IV Execution Process and Decision Mechanism

Article 15 Project Declaration

In accordance with the national, provincial and municipal industrial development requirements, the Municipal Science and Technology Bureau determines the direction, structure and key points of the annual support fund support, publishes the annual support fund project reporting guidelines, clarifies the project performance objectives and requirements, and organizes project declaration, review, and project establishment. The competent department shall strengthen policy propaganda, extensively collect projects, and jointly do project declaration and other work.

Article 16 Project acceptance

Support funds to implement online declaration and management. The supporting fund project shall be uniformly declared, accepted and managed in the “Wuxi Modern Industrial Fund Project Declaration and Service Platform”. Projects that fail to pass the system declaration do not enter the expert review process, and the support funds are not supported.

The project application unit shall submit real, complete and valid application materials in time according to the requirements of the annual support fund project declaration guide. The same project can only apply for one subsidy, not many declarations or duplicate declarations, and the project reporting unit is responsible for the authenticity, completeness, validity and legality of the application materials.

The science and technology departments of each region are responsible for reviewing and summarizing the supporting fund projects in the region, and will jointly report to the Municipal Science and Technology Bureau and the Municipal Finance Bureau in conjunction with the financial departments at the same level.

The Municipal Science and Technology Bureau shall not accept the application items that do not meet the acceptance conditions, and shall notify the reporting unit of the application materials that must be filled in at one time for the incomplete reporting materials.

Article 17 Application materials

To apply for support funds, you need to submit the following materials:

(1) Wuxi City Science and Technology Development (results transformation) fund project application;

(2) A copy of the business license, organization code, and tax registration certificate;

(3) Wuxi Science and Technology Achievements Transformation Project Proposal;

(4) Existing bank project loan contracts (and proof of use) or new loan letter of intent;

(5) Financial report of the previous year and corporate tax payment certificate;

(6) A list of patents, software copyrights or other scientific and technological achievements;

(7) Product inspection report and user usage report;

(8) Pre-review form for the correlation between intellectual property rights and projects;

(9) Projects involving the approval of the approval of the government department, such as project approval, planning, and environmental assessment, shall provide relevant certification materials;

(10) Where there are approval requirements for the project products, the corresponding production license materials shall be attached;

(11) Other supporting materials that need to be provided.

Article 18 Project review

The Municipal Science and Technology Bureau is responsible for formulating project evaluation methods, clarifying the evaluation criteria and specifications, and organizing expert review, on-site inspection or special auditing in a timely manner. Accelerate the promotion of departmental joint review, third-party institutions or online review of experts to ensure that the project review work is open, fair and just.

The Municipal Science and Technology Bureau and the competent authorities of various regions and relevant projects will strengthen the review of the integrity, compliance and effectiveness of the declared projects and improve the quality of the supported projects. Supporting funds shall be subject to limit management. The total annual support of the same enterprise or unit shall not exceed 10 million yuan; the total number of support for the same enterprise or unit of the evaluation system shall not exceed 2, and the enterprises existing in the research project shall be treated as the same. Project support for functional categories; approved projects are not subject to the number of declarations. The Municipal Science and Technology Bureau conducts a comprehensive compliance audit and substantive review of the early warning project, and submits opinions on whether to support the project after the review.

Article 19 Project Determination

Through the review of the project, the Municipal Science and Technology Bureau will formulate a fund use plan and report it to the municipal leadership for approval. In principle, the control and prohibition warning projects are not supported. If it is necessary to support, the Municipal Science and Technology Bureau shall provide sufficient reasons and clear basis, and report to the municipal modern industrial development leading group for approval after being approved by the municipal leadership.

Article 20 Project publicity

The supporting projects approved by the Municipal Science and Technology Bureau shall be publicized to the public through the government website, and the publicity time shall be no less than 5 working days. For projects that have objections to the publicity, the Municipal Science and Technology Bureau will review it and re-examine that the content of the objection is true, and the support funds will not be supported. The Municipal Science and Technology Bureau shall, within 5 working days after the determination of the objection is true, report the relevant information to the applicant.

Chapter V Supervision Management and Performance Evaluation

Article 21 Information Disclosure

In addition to involving state secrets and trade secrets, the Municipal Science and Technology Bureau shall disclose relevant information on the allocation and use of funds supported by the department in accordance with the law.

Article 22 Performance Evaluation

Enterprises or units that receive support for supporting funds shall actively cooperate with the Municipal Science and Technology Bureau to do a good job in evaluating the performance of supporting funds. In the three consecutive years after being supported, they shall do the relevant data reporting work in accordance with the regulations, as true, "the modern industry in Wuxi City." At the beginning of each year, the Municipal Science and Technology Bureau shall conduct self-assessment of performance on projects supported in the previous year, and report the results of performance evaluation to the Municipal Finance Bureau. The Municipal Finance Bureau organizes or entrusts third-party organizations to conduct spot checks and evaluations on the performance of fund use. Performance evaluation and supervision and inspection results are an important basis for policy adjustment and funding arrangements for the next year.

Article 23 Auditing Supervision

Support the arrangement, disbursement, use and management of funds, accept the audit supervision of audit institutions in accordance with the law, and accept the municipal people's congress and social supervision to ensure the standard, safe and effective operation of special funds.

Article 24: Responsibility investigation

Units that receive support from supporting funds shall conduct accounting treatment in accordance with the "Accounting Standards for Business Enterprises" and other regulations. The project funds for prior support are subject to special account management, special funds, and special account accounting. It is strictly forbidden to intercept or misappropriate.

In the process of project declaration and project implementation, the enterprise or unit has the act of fraudulently obtaining fraudulent support funds, arbitrarily changing the use of support funds, etc., in violation of national laws and regulations or relevant disciplines, not specializing in special funds, not submitting relevant data materials or refusing to cooperate according to regulations. For performance evaluation and supervision and inspection, the Municipal Science and Technology Bureau shall cancel or recover the funds that have been disbursed. Any violation of the relevant provisions on fund management shall be handled in accordance with the relevant provisions of the Regulations on Punishment of Financial Violations (State Council Order [2005] No. 427). Anyone suspected of committing a crime shall be transferred to the judicial organ for handling according to law.

In the process of project and fund review, evaluation, auditing and management, the entrusted evaluation experts or third-party organizations shall falsify, conceal the facts, collude with the fund-raising units, and issue relevant reports, and cancel their projects and funds. The assessment, assessment, audit and service qualifications are included in the list of dishonest intermediaries. At the same time, according to relevant laws and regulations, the relevant units and responsible persons shall be punished. If it causes losses in supporting funds, it shall be investigated for legal responsibility according to law. Anyone suspected of committing a crime shall be transferred to the judicial organ for handling according to law.

Article 25 Credit Management

To establish a credit information management system, the Municipal Science and Technology Bureau shall implement a trustworthiness commitment and credit evaluation system for the project undertaker, and record the untrustworthy behavior, and follow the “Measures for Credit Management of the Responsible Subjects of Wuxi Science and Technology Plan Project (Trial)” (Xico [2014] No. 197) shall be dealt with accordingly.

Chapter VI Supplementary Provisions

Article 26 Urban linkage

According to the industrial characteristics of their respective regions and the actual situation of modern industrial development, each region formulates relevant policies for supporting the transformation of scientific and technological achievements in the region, implements and arranges funds for the transformation of scientific and technological achievements, implements linkages between the upper and lower, forms policy synergies, focuses on supporting priorities, and promotes this Regional science and technology innovation and development.

Article 27 Application Explanation

The implementation rules are explained by the Municipal Science and Technology Bureau and the Municipal Finance Bureau. The approved projects referred to in these Measures are subject to the following conditions:

(1) The procedures for pre-qualification, selection and recognition have been completed;

(2) The standards and basis for project support are clear;

(3) The amount of support does not have discretionary space.

Projects that have the above three conditions at different times are subject to the review system.

Article 28 Date of implementation

These Regulations shall be implemented as of the date of issuance, valid until December 31, 2020, and the “Measures for the Management of Wuxi Science and Technology Achievements Industrialization (Loan Discount) Funds (Xi Cai Industry and Trade [2013] No. 67) shall be abolished at the same time. The items that have been determined before the implementation of these Measures are implemented in accordance with the relevant provisions.
